Presale condos in Lower Mission, Kelowna, can look close to everything on a map: the lake, the beaches and the south end of the city. The City's own plan tells a different story about new housing there.

The 2040 Official Community Plan projects 291 new homes in Lower Mission by 2041. That is a small number next to the areas the City is steering growth toward, so any new building in Lower Mission is the exception, and worth comparing carefully.

Short answer

Presale condos in Lower Mission, Kelowna, are uncommon: the City's Official Community Plan projects only 291 new homes there by 2041, against 6,939 in the Downtown Urban Centre. If a new building appeals, map the commute honestly, and compare it with a 4-minute drive from Central City.

What the City expects in Lower Mission

The City sorts Lower Mission into its suburban growth districts, not the Urban Centres or the Core Area. The plan projects 291 new homes there to 2041, compared with 2,453 in the suburban Dilworth district and 6,939 Downtown. The City also says the growth scenario adds no new suburban neighbourhoods beyond those already approved.

For a buyer, that means new condo buildings in Lower Mission will be few, so you will probably be choosing between a small number of projects, or between a new building and a resale one.

The City counts all housing types, and projects 65% of new homes citywide as apartments. These are planning projections, not forecasts of what will be built or sold, and the City says actual permits will fluctuate with local real estate and land development cycles. Areas not shown, such as the rest of the suburban districts, add to the citywide total of 45,000.

How small the Lower Mission figure is

Lower Mission's 291 projected homes are 0.6% of the City's 45,000, the smallest of the 13 areas in the chart. Downtown's figure is about 24 times larger. The table puts it beside Dilworth, the other suburban district in the chart, and two Core Area neighbourhoods.

When there is little new to choose from, widen the comparison

A buyer who wants Lower Mission but finds one or two new buildings can compare them with finished homes. The board reported 774 apartments listed across the Central Okanagan at the end of September 2026, with 182 new listings that month and 83 sales. Those include every neighbourhood, so ask for Lower Mission listings and sales specifically.

A resale condo is finished and can be inspected, while a presale follows a build that CMHC puts at 1 to 2 years from construction start for multi-unit housing, after approvals. Neither is better. The point is to know which timeline fits your plans before comparing prices.

Commute is worth mapping honestly

Lower Mission can feel close to everything and still be a long drive to downtown in traffic. Time the trips you would actually make: to work, to the hospital and to downtown. From Serenity it is a 4-minute drive to downtown and a 6-minute drive to Kelowna General Hospital.

What to expect from the market there

The Central Okanagan board reported 83 apartment sales in September 2026, with 774 listed across the whole zone. That includes every neighbourhood, so ask for Lower Mission listings and recent sales specifically. Compare any presale with resale options on price and size, and on when each would be finished.

Comparing to a presale near downtown

If lake access matters most, a building close to the water may justify a longer drive. If daily convenience matters more, a Central City address puts downtown and the hospital closer, with groceries on foot. Serenity has 33 homes in ten plans, with a 4-minute walk to groceries. Neither choice is wrong, but the trade-off should be a conscious one.

Questions buyers ask next

Are there new condo developments in Lower Mission?

Few. The City of Kelowna's Official Community Plan projects 291 new homes in Lower Mission by 2041, a suburban district, compared with 6,939 in the Downtown Urban Centre. New buildings there are the exception, so check what is currently marketed.

How far is Lower Mission from downtown Kelowna?

The distance depends on the address and the time of day, so time it yourself. For reference, Serenity in Central City is a 4-minute drive from downtown and a 5-minute drive from the Kelowna Yacht Club on Okanagan Lake.

Does the same BC presale protection apply in Lower Mission?

Yes. A developer must file a disclosure statement with BCFSA and give it to you before you sign, presale deposits are held in trust, and you have seven days to cancel counted from the later of signing and acknowledging the statement.

Should I buy a presale or a resale condo in Lower Mission?

It depends on timing and tax. A presale follows a build that CMHC puts at 1 to 2 years from construction start, and a new home carries GST that a resale generally does not. A resale can be inspected today. The presale versus resale guide sets the two out side by side.
