How tall is the Serenity building, and what did the City review?

The report describes the application as reviewed; the disclosure statement governs what is built.
Is Serenity move-in ready, or is it presale?

Floor Plans
What floor plans are available at Serenity?

Buying a Presale in BC
What is a presale condo?
A presale home is bought from the developer before it is built. As BCFSA puts it, you are purchasing the right to receive a completed home in the future. You usually pay an initial deposit when you sign and may owe further deposits on a schedule, all held in trust, and the balance is due when the developer confirms the home is ready to occupy.
Can I cancel after signing a presale contract in BC?
BC gives presale buyers seven days to cancel a purchase contract without penalty. The seven days start on the later of the day you sign the contract and the day you give the developer your acknowledgement that you had the chance to read the disclosure statement. To cancel, you serve written notice on the developer within that window. Assignees who take over a contract do not get a new seven-day window. This is general information from BCFSA, not legal advice.
Where is my deposit held?
A developer must place presale deposits with a real estate brokerage, lawyer or notary, which holds them in a trust account in British Columbia. The developer generally cannot use them to build or market the project, unless authorized deposit insurance has been obtained. Serenity's trustee will be named in its disclosure statement.
What is a disclosure statement and when do I get it?
It is the developer's filed description of the project. A BC developer must file it with BCFSA before marketing units and give you a copy before you sign. BCFSA lists what it covers, including estimated construction dates, estimated strata fees, strata bylaws, parking rights and your right to cancel. Serenity's disclosure statement has not been published.
What if completion is delayed?
BCFSA lists delay as a real risk of presale buying. If a developer never completes the project it must return your deposit but owes no further compensation. Some contracts also let the developer raise the price after a set date, or let you cancel and take your deposit back. Which applies is set by the contract you sign.
Can I assign my presale contract before completion?
Only if the contract allows it. BCFSA advises checking whether assignments are permitted, whether the developer must consent and whether a fee applies, and notes that a developer may refuse consent even when you have found a buyer. Serenity's assignment terms have not been published.
What warranty covers a new home in BC?
Home warranty insurance for new homes covers materials and labour for 2 years (some limits apply), the building envelope for 5 years, and structural defects for 10 years. BC's Homeowner Protection Act generally requires a developer of new homes to provide it, and the disclosure statement explains it. Serenity's warranty provider has not been named.
What taxes apply when buying a new home in BC?
New homes carry 5% federal GST. First-time buyers may recover all of it, up to $50,000, on a new home priced at $1,000,000 or less, with a reduced rebate up to $1,500,000. BC property transfer tax is 1% of the first $200,000 and 2% from there to $2,000,000. The newly built home exemption removes it on a new home worth up to $1,100,000 for a Canadian citizen or permanent resident who lives there, and the first time home buyers' program removes the tax on the first $500,000 (up to $8,000) for homes up to $835,000. Read on October 9, 2026; eligibility rules apply to each.
Does the speculation and vacancy tax apply in Kelowna?
Kelowna is in BC's speculation and vacancy tax area. Every owner must declare by March 31 each year. For 2026 the rate is 1% of assessed value for Canadian citizens and permanent residents who are not untaxed worldwide earners, and 3% for foreign owners and untaxed worldwide earners, rising to 4% for that group in 2027. A home that is your principal residence, or is rented to a tenant for at least 6 months of the year, is generally exempt. Read on October 9, 2026.
What is the difference between a presale and a resale condo?
A resale condo is finished, so you can walk through the actual home. A presale is bought from plans, with deposits paid over time and the home delivered later. GST applies to new construction but generally not to resale. Both come with a right to back out after signing, on different terms: seven days without penalty for a presale under REDMA, and three business days for most resale homes under BC's Home Buyer Rescission Period, with a fee of 0.25% of the price.
Does Serenity make claims about investment returns or resale value?
No. This site does not publish rental income, appreciation or resale-value figures for Serenity, and nothing here is financial advice. For the cost and legal side of a purchase, see the BC presale buyer guide.
Pricing & Status
What are Serenity's prices?
Pricing has not been released. You can request current pricing and availability, and the sales team will send what is available. Serenity does not publish prices on this site that it cannot stand behind.
What is Serenity's deposit structure?
A deposit schedule has not been published. In BC, deposit terms are set in the purchase contract and described in the developer's disclosure statement, which you receive before you sign. Deposits are held in trust.
When will Serenity be complete?
No occupancy date has been announced. A project's estimated construction dates appear in its disclosure statement, which BCFSA identifies as section 5.1. For the public planning record, the City of Kelowna tracks the project's development permit application as DP24-0017.
What has not been made public yet?
Pricing, the deposit schedule, the occupancy date, per-plan availability, estimated strata fees, strata bylaws (including pet and rental rules), parking and storage allocation, EV charging, and the building's structural system. Each is normally set out in the disclosure statement or the strata documents, which buyers receive before signing. This list is updated here when any item is released.
What happens when I register?
You can download the Floorplan & Wellness Guide immediately after submitting the form, and the sales team will follow up about current pricing and availability, and private presentations. Registering is free, does not commit you to buy and does not reserve a home.
Strata, Parking & Rentals
What will the strata fees be?
Serenity has not published a strata fee estimate. Estimated fees are disclosed in the disclosure statement, which BCFSA identifies as section 3.8. BCFSA also warns that strata fees, insurance and property taxes tend to rise over time, so it is worth budgeting beyond the first figure.
How are parking stalls and storage allocated?
The City's June 22, 2026 development permit report lists 27 residential and 4 visitor stalls for 33 homes, with a car elevator serving the upper level of the parkade, plus 66 long-term and 6 short-term bike stalls and a bike wash and repair area. How stalls and storage are allocated has not been published. BCFSA explains that a stall is usually assigned either as limited common property or by a parking lease, and your rights differ between the two; the disclosure statement covers it in section 3.6.
What will Serenity's pet rules be?
Serenity's strata bylaws have not been published, so pet limits on number, size or breed are not known. Strata bylaws are part of the disclosure statement, which BCFSA identifies as section 3.5, so read the current draft before assuming anything.
Can I use a Serenity home as a short-term rental?
In Kelowna, a short-term rental is a rental of under 90 consecutive days. Since June 1, 2026, the City's principal-residence requirement no longer applies to buildings approved for a short-term-rental subzone, and still applies in every other zone. 1085 Martin Avenue does not appear on the City's published list of eligible properties as of the City's page update on June 16, 2026. Strata bylaws can restrict rentals further, and a licence and provincial registration are required to operate legally. Serenity's strata bylaws have not been published. Check the City's current rules before relying on any short-term rental plan.
Can I rent out a Serenity home to a long-term tenant?
Rental rules for a strata home come from the strata bylaws and from BC's tenancy rules, and Serenity's bylaws have not been published. In Kelowna a rental under 90 consecutive days counts as short-term; longer rentals are a separate category.
